A Japanese named Giichi YASUMURA, accompanied by
his wife named Toshiko YASUMURA, arrived in Hong Kong on 7.2.36
from Canton and took up residence in a flat at 16, Macdonnell Road.
The Mitsui Bussan Kaisha Ltd., Mess is also at this address. He
described himself as an employee of the South Manchurian Railway
and stated that he was in Hong Kong for the purpose of studying
English and Cantonese.

He is evidently the representative in Hong Kong of
the Kabushiki Kaisha Koshu Koshi or Hing Chung Co., (China
Development Co. Ltd.), a subsidiary organisation of the South
Manchurian Railway, as he is known to be in communication
with the headquarters of this organisation in Dairen and with
the branch office at 65, British Concession, Shameen. As far
as is known, there is no office in Hong Kong.

He was reported in November, 1936, by a Canton source
to be the head of a newly formed "South China Aggression Party",
but we have been unable to obtain any information about this
organisation.

YASUMURA makes frequent trips to Canton and is
continually receiving reports from Dairen and Shameen dealing
with political and economic problems in China with particular
reference to Kwangtung, Kwangsai and Hainan. These include
reports on administration, trade, finance, reconstruction and
smuggling.

Also residing at 16, Macdonnell Road is another
Japanese named Masami YAMASHITA. He too describes himself as
an employee of the South Manchurian Railway and like YASUMURA
appears to be a representative of the China Development Co.,
though he has not come to the fore so much.

YASUMURA moves in high circles in the local Japanese
community and there can be little doubt that he is in Hong Kong
